Chief Operating Officer

 

Reporting to the Chief Executive Officer (CEO), the Chief Operating Officer plays a key role in providing strategic and operational leadership within the CRSC. He supports and assists directors, particularly in the planning and implementation of their strategic mandate, and the areas of human resources while ensuring operational alignment with the directions of the CEO, the Board, and provincial requirements. 

 

Key Responsibilities 

  • Collaborate closely with the CEO on long-term planning and operational priorities;
  • Provide strategic advice through data analysis, evaluation of options, and performance measures;
  • Serve as secretary of the Board, ensuring administration of governance processes, agendas, minutes, documentation, and procedural compliance;
  • Support the CEO in preparing reports and recommendations for the Board of Directors;
  • Provide leadership, coaching, and performance oversight to departmental directors;
  • Support directors in workforce planning, recruitment, training, and succession planning;
  • Develop and implement operational systems, policies, procedures, and performance standards;
  • Collaborate with the Director of Finance on budgeting, forecasting, and financial oversight;
  • Ensure high‑quality service delivery across all CRSC functions;
  • Maintain strong working relationships with municipalities, partners, and stakeholders;
  • Ensure compliance with provincial, municipal, and federal legislation and reporting requirements;
  • Promote a healthy and safe workplace in accordance with occupational health and safety legislation;
  • Represent the CRSC at meetings and committees as required by the CEO.

 

Qualifications and Experience 

  • University degree in Business Administration, Public Administration, Management, or related field;
  • Minimum 7–10 years of progressively responsible leadership experience, including 3–5 years in senior management;
  • Demonstrated experience in operations, team leadership, and project management;
  • Experience supporting a Board of Directors, including governance procedures, minutes, and agenda management;
  • Strong leadership and collaborative management abilities;
  • Excellent organizational and multitasking skills;
  • Strong interpersonal and communication skills with ability to work with staff, partners, municipalities, and elected officials;
  • Proficiency in MS Office;
  • Proficiency in English and French, spoken and written. 

 

Conditions of Employment

  • Competitive salary range Director Level 2 ($103 811 - $114 588);
  • Standard 35‑hour workweek, Monday to Friday, with required flexibility;
